The UAE’s e-Invoicing mandate changes how every business issues, exchanges, and reports invoices. To comply, you must connect through a Ministry of Finance accredited service provider under the UAE Electronic Invoicing System.

EDC delivers the solution with Covoro, an MOF accredited ASP. We provide the regulated, UAE-hosted infrastructure and manage the transition. Covoro delivers the platform and implementation. You stay compliant and operational.

Understanding the UAE e-Invoicing Mandate

Under Ministerial Decisions No. 243 and 244 of 2025, invoices must be exchanged over the Peppol framework through accredited providers. A voluntary pilot runs from 1 July 2026, so you can test the full flow with no penalty exposure.

Exclusions: B2C transactions are currently exempt until further notice.

Phase 1 - Larger Businesses

Revenue ≥ AED 50 million
Appoint accredited service provider by 30 October 2026
Implement by 1 January 2027

Phase 2 - Other Businesses

Revenue < AED 50 million
Appoint accredited service provider by 31 March 2027
Implement by 1 July 2027

Phase 3 - Government Entities

Appoint accredited service provider by 31 March 2027
Implement by 1 October 2027
